I thought i would start the ball rolling on this one.

CG textures is where i get most of mine from. You just need to create a login and i think you can download 15MB a day for free.

The following resources are totally free, including for commercial use, with the general exception that you must not redistribute the texture on its own, certainly not on your own texture distributing website.

Here is a tool that promises to help you create your own Wang tiles, but I never tried it out:

Wang tiles are what the RW terrain textures use, a scheme for more interesting and still efficient textures.

In addition to being huge, the CG site offers tileable textures which are ideal for roofs and walls.
