Legacy Loco and Asset Packs

I was just answering a question on UKTS about the Legacy Asset packs and went to RSC's webpage for a look to verify that my answer wasn't false. Looking at this page and description http://www.railsimulator.com/product/208300-European+Loco+%26+Asset+Pack the Legacy Loco and Asset pack is included free of charge with a various amount of routes including Oxford - Paddington, Newcastle - York and Bath - Templecombe. Does anyone know if this really is the case? Seems strange that if you buy the S&DJR you get a 166 and HST.

If this is the case you can buy one of the old 'default' routes like Oxford - Paddington, Newcastle - York and Bath - Templecombe with the Loco and Asset pack included for £9.99, £2 cheaper than the Loco and Asset pack on it's own for £11.99.

I think it is more because the assets used in the route are core kuju assets rather than the rolling stock. As they lumped the rolling stock and scenic assets in the one pack you get the whole European loco and asset pack with the S&DJR.

That would be my guess.
