Can only think of two ways forward.
1 remove the asset that has the exclusion ring, save, restart and then see if passengers appear on station.
2 assuming you use TSTools, open the Bin file of the station in question and check the passengers file path and for any exclusions within the Bin file.
Otherwise am at a loss

As I have said, item 1 does not work.

I don't use TSTools, but edit BIN files using Serz. But I don't think stations have a specific BIN file?

I’ve managed to get a copy of the WCML over Shap Route for a tenner so will be able to take a closer look at the platform you mention. :)
Will let you know if I find anything of help.

Hi
I've managed to recreate and solve the problem you have with the Penrith platform passengers!!
I removed the Tunnel Occlusion as you mentioned but then added a new platform density slot of 09:00 100% to ensure passengers should appear, but this did not affect the issue.

So I used TS-Tools to edit the asset "WCML2_Canopy_05.bin" file to remove the collision boxes entirely. This sorted the issue as passengers then appeared on the Penrith platforms.
